Trucking –

Rail –

  • Surface Transportation Board has extended the deadline – to December 20th – on feedback for its proposed rule on reciprocal switching.
  • Union Pacific is expanding their on-dock rail service at Port Houston – including access to four more inland markets
  • Georgia Ports Authority approves $127 million for building the Blue Ridge Connector – an inland rail terminal
    • This new terminal will serve a variety of industries such as consumer goods, heavy equipment, food, and forest products.
  • $8.2 billion in additional rail funding was announced last week by the Biden Administration

Cross-border –

Canada:

  • Contract talks out at the Port of Montreal appear to have stalled, as a deadline for a potential strike looms (would not be earlier than January 4th).
    • The dockworkers union chief negotiator cites the maritime employers have yet to make an offer on a new pay package, as the reason for the stall.
    • Shippers are ‘urging’ the Canadian government to get involved in avoiding a potential strike.

New Trailer Side Guard Rulemakings Delayed

For the next ten months, the National Highway Traffic Safety Administration’s rulemaking on side underride guards on trailers/semitrailers will be in a discussion period to “analyze comments,” that were filed during the 90-day comment period after the advanced notice of the proposed rule.

This proposed side guard rule is in an effort to prevent deaths in collisions between trucks and passenger cars. If a rule for this does occur, it more than likely not take place until at least October 2024.

Holiday Travel Expected to See an Increase This Year

The desire to go out and see family and friends over the holidays is stronger than it’s been seen in a while.

Auto club AAA put out a forecast on December 11th, that approximately 115.2 million people will go 50 miles or more from their home between the holiday period of December 23rd through New Year’s Day (January 1st). This is a 2.2 percent increase than what AAA forecasted during this time last year.

Those on vacation to visit family will be joined on the road by those commuters still working throughout the holidays, so rush hour could still be challenging.

U.S. and Canada Announce Joint Rail Decarbonization Task Force-01

The U.S. and Canadian governments are collaborating in a bid towards decarbonizing the railroad industry.

In a Dec. 6 joint statement, U.S. Secretary of Energy Jennifer M. Granholm, U.S. Secretary of Transportation Pete Buttigieg, and Canada’s Minister of Transport Pablo Rodriguez announced the creation of a task force, designated to accelerate the use of zero-emissions locomotive technologies.

Canadian National Will Acquire Iowa Northern Railway

Canadian National announced last week that they are acquiring Iowa Northern Railway (IANR) – which operates around 275 track miles in Iowa in connection to CN’s U.S. rail network, AJOT reports.

The IANR largely serves the agricultural and industrial markets – covering a variety of goods including biofuels and grains – in the upper Midwest.

All that is left is for the Surface Transportation Board to review and approve the transaction. That decision is expected next year.

Weekly Rail Traffic for the Week Ending December 2nd, 2023

  • For the week ending December 2nd, rail traffic was 509,626 carloads and intermodal units – up nearly 5 percent (4.9 to be exact), according to AAR data.
  • U.S. weekly intermodal volume was 272,577 containers and trailers – up 8.2 percent.
  • Chemicals, petroleum and petroleum products, and motor vehicles and parts all saw increases. While non-metallic minerals, miscellaneous carloads, and grain all saw decreases.
  • For the first 48 weeks of this year, North American rail volume was at 31,531,507 carloads – a decrease of 2.8 percent compared to last year.
